The 6th General Assembly

The 6th General Assembly of CAS Members was held from April 20 to 25, 1992 in Beijing. A total of 456 CASAD members attended the meeting (53 were absent with leave). State leaders Li Peng, Song Ping, Wen Jiabao, Hu Sheng, Qian Zhengying were present at the meeting. They held talks with the members of the CAS Presidium and had a group photo taken with all CASAD Members present at the meeting. Leaders of the Party and State departments were invited to participate in the meeting, including those from the departments of organization and publication under the CPC Central Committee, the State Planning Commission, the State S&T Commission, the State Commission of S&T and Industry for National Defense, the National Natural Science Foundation of China, the Ministry of Finance, and the Ministry of Education as well as Beijing Municipality.
 
 The Executive Chairman of the CAS Presidium Yan Jici made the opening address while CAS President Zhou Guangzhao presided over the meeting and delivered the work report.            
 
On behalf of the central authorities, Premier Li Peng delivered an important speech. Fifty-one CASAD members were invited by Chinese President Jiang Zemin to have discussions at the CPC headquarters in Zhongnanhai. Jiang gave a key speech and State Commissioner of Science and Technology Song Jian made closing remarks at the meeting.
 
The main themes set for the Assembly included hearing the work reports of CAS and CASAD, deliberating and adopting the Bylaws for CASAD Members (Tentative), electing the CAS Presidium and new leading organs of CASAD, and related academic activities.
 

The Tentative Bylaws of the CASAD Members, which was adopted at the Assembly and then endorsed by the State Council, was the first guiding document for CASAD. In clear terms, the Bylaws institutionalized the elections of members and foreign members of CASAD by stipulating that the election be held bi-annually.
