The 11th Genaral Assembly

The 11th General Assembly of CAS Members and the 6th General Assembly of CAE convened from May 28 to June 1, 2002 in Beijing.
 
On the morning of May 28, the joint opening session of the two assemblies was held at the Great Hall of the People in Beijing. This was the first grand reunion for Chinese scientists and engineers in the new century. State leaders Jiang Zemin, Li Peng, Zhu Rongji, Hu Jintao, Wei Jianxing, Ding Guangeng, Li Tieying, Wu Bangguo, Zhang Wannian, Luo Gan, Qian Qichen, Wen Jiabao, Zeng Qinghong, Wu Jieping, Cheng Siwei, Song Jian, Qian Zhengying and Zhu Guangya attended the ceremony. Also present at the meeting were the presidium members of the two academies, CAS leaders, their advisors and leaders of governmental departments.
 
The ceremony was chaired by CAS President and Chairman of the CAS Presidium Lu Yongxiang. On behalf of the two academies, CAE President Song Jian delivered an opening address. Chinese President Jiang Zemin made an important speech.  On behalf of the Party’s Central Committee and the State Council, Jiang tendered the heartiest congratulations to the assemblies and sent the highest regards to the two academies, their members and all S&T workers throughout the country. 
 
In his speech, Jiang pointed out that China has made its way into a new developmental stage of all-round building of a moderately developed society and accelerated push of China’s modernization program. Face of the brand-new situation in the new century, Jiang outlined the tasks Chinese scientists have to perform: to put into effect the requirements set by the thoughts of the “Three Represents,?keep implementing the strategy of national rejuvenation via science and education, carry out S&T innovations in a big way and make due contributions to the promotion of China’s advanced production forces and culture, defend and proliferate the fundamental interests of the overwhelming majority of the people.
 
After a comprehensive and in-depth exposition of S&T progress and its critical significance, Jiang further asserted that a deep understanding must be achieved about the undeniable facts that S&T have become the primary production forces while innovations are the critical factor in galvanizing S&T undertakings and playing a decisive role in socio-economic progress. Hence, S&T should be given a full role to play so as to promote advanced productive forces and improve the people’s livelihood, he noted. 
 
On behalf of the Party’s Central Committee and the State Council, Jiang advanced four ardent expectations to the CAS and CAE members and S&T workers across the country: To be ambitious and creative, to energize S&T advancement in line with the national demands, to make efforts to popularize scientific knowledge and propagate the advanced culture, and to create all necessary conditions for cultivation of S&T talents.    
 
Jiang concluded his speech by saying that as the S&T undertakings are a glorious and noble cause, it needs a spirit of nobility. S&T workers across the country must unite together, work hard and brave to achieve innovations so as to continuously make new contributions to the current drive of building China into a modernized country of socialism, both prospering and powerful, and to the course of Chinese nation’s rejuvenation.
 
On behalf of the CAS and CAE presidiums, CAE President Song Jian expressed, in his opening speech, the special welcome to the nine foreign members of the two academies present at the meeting. He said that the key tasks of the assemblies are to mobilize and organize the members of the CAS and CAE and rally all S&T workers throughout the country to promote the enforcement of the national strategy for Chinese nation’s revival via science and education by actively practicing the theory of “Three Represents?in a bid to make new and greater contributions to China’s S&T endeavors and whole country’s socio-economic progress.
 
Before the opening ceremony, Jiang Zemin and other State leaders met with the nearly 1,200 participants of the assemblies, and had a group photo taken with them.    
 
Premier Zhu Rongji gave a talk on China’s economic situation at the joint plenary session of the CAS and CAE assemblies held on the afternoon of May 29 at the Great Hall of the People in Beijing. He highlighted such issues as State-own enterprises, problems concerning agriculture, farmers and countryside, China’s WTO entry, and policies and countermeasures the government prepared to adopt. The premier also put forward four expectations to the two academies, their members and all Chinese S&T workers.
 
In the new situation, Premier Zhu noted, the two academies and their members were shouldering an honorary and tough task to rejuvenate the country. He wished that the academies and their members should act under the guidance of the “Three Represents?theory when offering the consultant service on key projects and decisions on national economy, social progress and various S&T undertakings.  He urged the two academies and their members to play a critical role in developing the national innovation system, upgrading China’s innovation capacity and accelerating technological transfer. He called them to be bold enough to explore, practice and bravely scale the S&T heights and never fall short of the trust placed on them by the Party, the State and the people in the course to strive to open new horizons with their best in their specialties by achieving something inventive, original or trail-blazing.        
 
 He stressed that all departments had to materialize the decisions and deployment scheme adopted by the central authorities, do a good job of their work assignments and achieve top-ranking results in a bid to welcome the convention of the Party’s 16th national congress.
 
On the morning of June 1, a joint plenary session of the two assemblies was held at the Great Hall of the People in Beijing. Vice Premier Li Lanqing delivered a speech under the title of “Further Implementing the National Strategy of Rejuvenation via Science and Education and Speeding up S&T Reform.?nbsp;
 
On the afternoon of the same day, the five-day CAS assembly concluded. In his closing speech, President Lu Yongxiang summed up the achievements scored by the meeting and encouraged the CAS Members to strive for the new advancement of CASAD.    
 

Before Prof. Lu’s speech, Vice CAS President Xu Zhihong announced the newly elected leadership of each Academic Division and seven new Foreign Members of CAS.
